Weapon ammo can be found at different shops around each city Detroit has a shop in the old gas station,also in China there is one in the "love hotel".
That is everywhere i have been so far but you can check out apartments and for loot and other-things.
Also the police station in Detroit has a huge armory which you can sneak into.

I don't think you can buy ammo. I never really noticed since I don't use guns (no-guns and stealth! totally hardcore), but it seems to be the dev's choice to make ammo very scarce.
edit: vvv Seconded, looting around town will get you a lot of ammo anyway.
